[with Craig Burton, E-Voting Manager, Victorian Electoral Commission] Essential to the proper functioning of a democracy is the right of citizens to vote freely, privately and independently. Electronic voting can enable this right to be exercised by a diverse voter population, in particular by people who are unable to complete a conventional paper ballot. In this presentation, an overview is provided of a proposed design for an open-source, electronic voting system to be used in polling stations in the state of Victoria. This proposal is distinguished from prior practice by a commitment to developing a system which is end-to-end verifiable. Individual electors can verify that their votes are correctly recorded, and any member of the public can audit the election, including the decryption and counting of votes, without jeopardizing the privacy of voters. We shall outline the procedures to be used at polling stations to cast votes, and explain how voters (with and without disabilities) can verify the integrity of the system. We also introduce open-source tools, employing mix networks and zero-knowledge proofs, which can be used in the conduct of an election, demonstrating how these tools operate to verify the processing of votes.
